New regulation 1: Beijing Administrative Measures for the Submission of Vehicle Parking Facilities Information and the Filing of Commercial Parking Facilities (Trial) (2019), implemented on August 16, 2019

The method stipulates that the following information shall be submitted to the district parking management department within 10 days after the completion of the parking facilities: (1) the name of the parking lot; （2） The location of the parking lot (including the range of four directions and detailed door number, longitude and latitude coordinates of the parking lot entrance); （3） Type of parking lot; （4） The number of parking spaces (including the total number of parking spaces and various types of parking spaces on the ground, underground, plane, three-dimensional, etc.); （5） Basic information and contact information of the setting unit and property right unit (or autonomous organization); （6） Parking fee management; （7） Other information related to parking facilities. For the filing of commercial parking facilities, the applicant shall apply to the parking management department of the district for filing within 15 days before the operation, and provide the following filing materials: (1) business qualification certificate and copies; （2） The self-owned parking facilities shall be provided with property right certification materials, and the property right certificate and the entrusted operation agreement shall be provided for the entrusted operation; （3） Planning permit, attachments and attached drawings (except those that do not need to go through planning procedures according to laws and regulations), and completion acceptance certification materials; （4） Schematic plan and orientation plan; （5） List of equipment complying with relevant regulations; （6） Operation and service management system, emergency response plan, etc; （7） Technical specifications for the construction of parking guidance system, management and operation plan, and docking plan with the municipal industry supervision platform; （8） Letter of commitment for safety management.

New regulation 2: Suizhou Motor Vehicle Parking Regulations (2019), implemented on September 1, 2019

According to the regulations, the urban administrative and law enforcement departments of the people's governments at or above the county level shall coordinate the specific work of the parking management of motor vehicles in their respective administrative areas, comprehensively coordinate the parking management work, manage the parking behavior of motor vehicles in areas along urban roads and other places according to law, and organize the formulation, dissemination and implementation of relevant policies, standards and service specifications for parking management

New regulation 3: Administrative Measures for Temporary Parking of Motor Vehicles on Urban Roads in Nantong City, implemented on September 1, 2019

Road parking fee parking spaces are operated and managed by state-owned enterprises authorized by the government, and administrative fees are implemented. Motor vehicle drivers shall park in the designated parking space in order and pay the parking fee according to the standard. It is not allowed to park in the parking space on the road with limited time. The use of electronic payment, mobile phone payment and other payment methods for temporary parking spaces on roads should be gradually realized to improve the standardization and intelligent level of temporary parking spaces on roads.

New regulation IV: Chengdu Parking Space Sharing Performance Financial Subsidy Scheme (Trial) (Chengxin Economic [2019] No. 40), implemented on August 20, 2019

The scheme will refer to the evaluation results of the "Chengdu Parking Space Sharing Performance and Service Quality Reputation Assessment Method (Trial)", and after comprehensive evaluation, enterprises with more than 90 points will be given a financial subsidy of 300000 yuan/year; Give a financial subsidy of 250000 yuan/year to the parking space sharing service enterprises with 80 to 89 points; A financial subsidy of 200000 yuan/year will be given to the parking space sharing service enterprises with 70 to 79 points.
